I onclose a copy of a despatch from the GÖVSIOP of Hong Kong in which he proposes to amend the section of General orders which deals with Government uarters and rent allowance in lieu of quartora.

This proposal has been examined by Departent here which deals with this sort of problem and they recomend that the Governor's proposals be approved.
